Fran Foley

Executive Director

Fran Foley brings a unique blend of strategic leadership and operational expertise to his role as Executive Director of the Advanced Cyber Training Program (ACTP) at ManTech. Joining the organization in 2016 as the Director of Operations for ACTP, he quickly demonstrated his capabilities, leading to his promotion to Director in 2020. Under his direction, ACTP has experienced exceptional expansion and continues to solidify its prominent reputation within the cyber training landscape. Fran's extensive career background also encompasses valuable experience in the National Football League and numerous college football programs. This diverse professional journey has equipped him with a strong foundation in team management, talent development, and large-scale program execution. In his current capacity, he is responsible for managing a robust team of highly skilled instructors and operational staff, ensuring the continued delivery of ManTech's cutting-edge cyber training solutions.

Sarah Bauder

Sarah Bauder

Deputy Director

Sarah Bauder is a distinguished leader in higher education training, transformation, and innovation, with extensive experience in driving student success and access. During her 24-year tenure at the University of Maryland, College Park, she championed programs for marginalized students and advocated for higher education reform through Congressional testimony. Later, as a Senior Program Officer at the Bill & Melinda Gates Foundation, she managed a multi-billion dollar scholarship program and launched an additional billion-dollar initiative to support students, leveraging data and technology to improve educational outcomes. As Chief Transformation Officer for Pennsylvania's State System of Higher Education (PASSHE), she led a system-wide overhaul focused on financial viability, streamlined operations, and the strategic integration of technology and data to enhance the student experience and institutional effectiveness. Now serving as Deputy Program Manager for Mantech ACTP, Sarah is instrumental in developing the vision for growth and long-term value generation for the program.

Mike Petty

Mike Petty

Technical Director

Mike Petty is a U.S. Army Veteran with over 20 years of experience in educational instruction, coaching, mentorship, and program development. He has significantly contributed to the development of offensive and defensive cyber capabilities, collaborating with numerous cyber teams across multiple branches of service. His diverse background as an educator, coach, soldier, and entrepreneur has underscored the profound impact of positive reinforcement and servant leadership. Mike currently serves as the Computer Network Operations (CNO) Technical Director for the ManTech Advanced Cyber Training Program (ACTP), where he focuses on enhancing instructor expertise, expanding industry-leading course offerings, and refining the curriculum to meet the evolving demands of cyber warfare.

Athena Arison

Athena Arison

Linux Department Chair

Athena Arison is the Linux Department Chair and Principal Instructor specializing in Computer Network Operations (CNO), with over eight years of experience as a software engineer. As a retired U.S. Army veteran, she brings a mission-focused mindset and operational discipline to both technical development and academic instruction. Following her military career, she transitioned into software engineering with a focus on Linux systems and CNO, supporting secure infrastructure, tool development, and training pipelines aligned with government and defense initiatives. As department chair, Athena leads curriculum development in topics such as exploit development, reverse engineering, systems programming in Linux environments, and kernel development — equipping students with the critical skills needed for CNO roles in national security. She is dedicated to shaping technically capable, ethically grounded professionals prepared to meet the challenges of modern computer network operations in both public and private sectors.

James Pham

James Pham

CNO Instructor

James Pham graduated from the University of Maryland in 2024 with a degree in Computer Science and a focus in Robotics. After completing a cybersecurity internship through the ACTP in 2023, they joined ACTP as a full-time instructor, where they’ve been working for the past year on embedded hardware hacking and reverse engineering. Outside of work, they mentor a local FIRST Robotics Competition team, helping students design, build, and program competitive robots. They also enjoy hiking, gaming, and working on side projects that blend their interests in robotics and cybersecurity.

Lyndon Johnson

Lyndon Johnson

Program Operations Analyst

Lyndon Johnson is a vital member of ManTech's Advanced Cyber Training Program (ACTP) team serving as the Senior Project Management Analyst. He joined ManTech in 2023, bringing a rich background of over 25 years of leadership and operational experience gained through various coaching roles in collegiate football. This extensive prior experience has equipped him with exceptional skills in program management, personnel coordination, and performance analysis. In his capacity at ACTP, Lyndon is responsible for coordinating essential activities with instructors to guarantee the smooth and impactful delivery of advanced cybersecurity curriculum and content. His expertise extends to analyzing critical program data, which directly informs client strategies and contributes significantly to the overall success and evolution of ACTP's offerings.

Vijay Jani

Vijay Jani

IT Analyst

Vijay Jani joined ManTech's Advanced Cyber Training Program (ACTP) in March 2025, bringing his IT expertise to support the operational unit. He is an IT professional with deep knowledge in systems administration, DevOps practices, and cybersecurity. Vijay is proficient with a range of technical tools and platforms critical to modern IT infrastructure, as well as enterprise platforms and cloud environments. Throughout his career, Vijay has consistently delivered strong results in supporting federal agencies, ensuring secure environments, and implementing infrastructure efficiencies. Demonstrating a commitment to continuous learning and professional excellence, he holds several industry certifications and is actively pursuing a B.S. in IT Management at WGU.
